"At times in ancient Iran, disputes would rise over the choosing of the next king.  Customs of the government was such that the Morgh-e Homayoun (Auspicious Bird) would be flown, and whomever it would choose, that person would gain the kingship, whether he was of the elite or a commoner and that is how all would gather under the heavens (skies) to test their fortune awaiting the choice of the bird. This is also a reference to Tafaal, a popular form of divination in Iran through random choices of the ghazals of Hafiz of Shiraz (1315-1390). Believing that the poem can tell one's fortune, the seeker asks the Oracles of Shiraz, Hafiz, for guidance and randomly chooses a poem." - Homayoun Askari Sirizi
